Case against couple charged with baby’s death moves to circuit court

HART — The criminal case against a 27-year-old mother and her 34-year-old boyfriend who are charged with multiple counts of child abuse in connection to the death of her son, 7-month-old Maverick Lyle Bouck, is being bound over to Oceana County’s 51st Circuit Court.

Elizabeth LynnLanor Hogan and Devin Austin Brown-Fowler, who both have the same Hartford, Mich. address, are each charged with one count of second-degree child abuse, third-degree child abuse and fourth-degree child abuse. They both remain lodged in the Oceana County Jail, according to court records. Brown-Fowler’s bond is set at $50,000 cash/surety, and Hogan’s is $25,000/cash/surety.

79th District Court Judge John Middlebrook determined that there is enough evidence to move the case forward to circuit court following a preliminary exam Tuesday, Jan. 27. Judge Middlebrook heard testimony from several witnesses, including: Sgt. Curtis Franks of the Fremont Police Department; Sgt. Jeff Soraruf, Deputy Jeremy Shafer, Det. Mark Hiddema and Det. Donnie Hansen from the Oceana County Sheriff’s Office; Paramedic Mark Burmeister and EMT Kelly Yost with Life EMS; Medical Examiner Investigator Dr. Nicolas Kostelcky, who is a forensic pathologist; and Dr. B. Charles, who has a PhD in forensic anthropology, said Oceana County Prosecuting Attorney Joseph Bizon.

The Oceana County’s Sheriff’s Office investigated the baby boy’s death that occurred Sunday evening, May 4, 2025 in the 9000 block of S. 192nd Avenue in Greenwood Township, said Oceana County Sheriff Craig Mast.

“He had three skull fractures, three broken ribs and a brain bleed — he passed from the brain bleed,” said Aimee Camp, who was Maverick’s grandmother and is Elizabeth Hogan’s mother.

The maximum penalty for second-degree child abuse is 10 years in prison; third-degree is two years in prison; and fourth-degree child abuse is a misdemeanor that carries a one-year maximum, said Prosecutor Bizon.

When asked why the couple are not being charged with murder or manslaughter, Bizon said, “Murder and manslaughter charges include an element of intent related to desired outcomes. The evidence does not support such a conclusion.”
