Hart sets trick-or-treat hours.

HART – The Hart City Council approved trick-or-treating hours for Saturday, Oct. 31, from 6-8 p.m.

The council voted 6-0 (with one council member absent) during a Sept. 22 regular council meeting to adopt the resolution that sets the trick-or-treating hours, said Hart City Manager Lynne Ladner.

“… Halloween is not a city-sanctioned event, but rather a nationally-recognized holiday,” states the resolution. “Other than announcing the suggested hours, the city has no further involvement.

“…the city has no legal authority or basis to cancel Halloween or restrict the free movement of its residents.”

Due to the COVID-19 pandemic, the resolution recommends that participants “should adhere to any public health recommendations from the District Health Department #10. Be safe; social distancing (if not in the same household); any household with a positive case should not participate; any individuals with symptoms should not participate; and any other guidance from public health officials.”

Downtown trick-or-treating at local businesses from 4-6 p.m. is not happening this year, Ladner said.
