of DRAFT CERTIFICATE OF COVERAGE and PUBLIC HEARING

Facility Designated Name: Marsh Swine Farm-CAFO
The Department of Environmental Quality (DEQ), Water Resources Division (WRD), proposes to issue a new Certificate of Coverage (COC) under the National Pollutant Discharge Elimination System (NPDES), Concentrated Animal Feeding Operations (CAFO) General Permit No. MIG010000 to Marsh Swine Farm for the Marsh Swine Farm facility located at West Flower Road, Montague, Michigan 49437 in Oceana County. The applicant is proposing to operate a swine finishing facility.
A combined Public Meeting and Public Hearing to explain the draft COC and provide the public with the opportunity to provide comments on the draft COC will be held on Wednesday, January 10, 2018 at the Montague High School Auditorium, located at 4900 Stanton Blvd, Montague, Michigan. The Public Meeting will be held from 6:00 p.m. to 7:00 p.m. The Public Hearing will be held from 7:00 p.m. to 8:00 p.m. The DEQ will begin the Public Meeting by briefly explaining the role of the DEQ in issuing NPDES permits, will summarize requirements outlined in the CAFO General Permit, and will continue the meeting with a Q&A session to answer questions from the public. A Public Hearing will follow the Public Meeting to provide the public an opportunity to provide formal comments on the draft COC.
Conditions in the general permit include: 1) Waste storage structure volume and operation & maintenance requirements; 2) Inspection and reporting requirements; 3) Manifesting requirements; 4) and Comprehensive Nutrient Management Plan (CNMP) requirements.
Comments or objections to the draft COC received by January 17, 2018 will be considered in the final decision to issue the COC.
