Inmate charged with aggravated indecent exposure.

HART — A 42-year-old Hart man incarcerated in the Oceana County Jail on a felony charge of assault by strangulation and a fourth-offense habitual offender notice allegedly exposed his genitals, while fondling or touching them, in front of another person at the jail.

Chad Mitchell Riggs, of 6749 W. Taylor Rd., was arrested last August by the Oceana County Sheriff’s Office on the strangulation charge and was lodged in the jail on a $15,000/cash/surety bond.

He was then arrested on a warrant, Oct. 27, on the aggravated indecent exposure charge for the Oct. 20 incident, according to his court file. Aggravated indecent exposure is a high-court misdemeanor punishable by up to two years in prison.

Indecent exposure involves exposing genitals to a person in public. Whereas, aggravated indecent exposure involves fondling or touching genitals while exposing them in public, explained Oceana County Prosecutor Joseph Bizon.

The victim was not an inmate or jail employee, he said.

Riggs has previous Oceana County felony convictions of larceny in a building, Oct. 2, 2006; assaulting/resisting/obstructing police, March 14, 2011; and second-degree home invasion, Dec. 5, 2011, according to his court file.

A preliminary conference in 78th District Court is scheduled for Nov. 13 at 3 p.m.
